The Dodge Charger Police (Ibiza/Hawaii) is not unlock-able, though you ARE able to drive it (on Xbox).
When you are in an pursuit (Chase-mode) driving the Dodge charger (suspect who you chase must be driving a B-Class vehicle in able to let you pursuit him with the Charger) you must join via Xbox menu a friends game (TDU2), the game will teleport/transport you towards him, but instead of letting you go back into your own car, it'll keep you in the Dodge Charger Police.
Make sure you do NOT use the in-game join/invite -to tool, but from Xbox itself.
Not sure if this also works the same way on Playstation or on the PC.
