This answer is incorrect. Federal minimum wage is $2.13 for servers. There are 3 states that are higher.

Federal minimum wage for tipped employees is $2.13/hour.

No less than 20%. Most servers only make about $2/hour, and have to 'tip out' the bartender, and sometimes bus boys. If you leave a bad tip, it actually COSTS that server money to server you.

That is the norm nowadays, but the meaning of the acronym is To Insure Promptness. Be sure you tip on service only. The server is not responsible for badly cooked food. You want attentiveness without hovering , a cheerful attitude and attention to detail. 15% is OK for ho-hum service, and 25% for the most professional and highly satisfactory service.
