Iraq owes billions to Iran because they start the war against Iran. Iraq also owes to Kuwait, Saudi, Jordan, Germany, France and England, because they gave Saddam free weapons to attack Iran and now they claim their money!

Iraq had a $14 billion debt from Kuwait. It also had debts from several other Gulf Countries. However, regardless of how hurt Iranians feel from the war (over 600,000 dead soldiers and $500 billion in economic losses) Iraq has no financial obligation to Iran. The UNSC Resolution 598 armistice agreement that ended the war (de facto) did not require either side to help pay the other's costs. There has been no treaty to supersede the armistice.

Kuwait is a huge producer of oil and the U.S. requires a lot of oil. The United States and some other countries did not want Sadaam Hussein to be in charge of so much of the world's oil.
The Gulf War or Desert Shield/Desert Storm. That one, by the way, wasn't an invasion of Iraq - the only objective was to push the Iraqis out of Kuwait. Once that was achieved, it was pretty much done with.
