No, this cannot happen, it evaporates, forms clouds then rains. Its a continuous cycle.

The earth is not running out of water per se (70% of the earth's surface is covered by it), but drinkable water is a different issue. The vast majority of water on earth is saline - it contains dissolved salts that make it undrinkable by humans or other land animals. Fresh water comes from precipitation (either directly through rain, or indirectly through melting snow and ice packs) or from ground water pumped up through wells. The ever-growing population of humans on the planet puts a noticeable strain on the available resources of fresh water, particularly in areas where large concentrations of people compete for water resources with agricultural concerns. In some areas - north-eastern Africa, central China, and Southern California, for examples - water becomes an important and difficult political issue.

Less then 1% of the Earth's waters are drinkable.

There is roughly 2.4% fresh water in the whole world and most of it is frozen. So technically 2.4%, but since a majority is completely frozen over, less then 1%.
3% is drinkable but 2% is frozen. So 1% is really the answer.

It will never run out because the water cycle brings it right back to us. there is the same amount of water there was a billion years ago.

Edited to add:

The total amount of water may not run out but potable (drinkable) water may. The vast majority of water is in the oceans and they are brine (salty) and cannot be drunk or used for some other purposes.

No because water evaporates into the air when hot enough, then it forms as clouds but starts to precipitate. Moreover it returns to the land (or whatever you wanna call it) and the cycle continues.
