French Foreign Minister Robert Schuman proposed the Schuman plan, which would pave the way for the formation of the Economic Coal and Steel Community in 1951. Initially it was to be a deal between France and Germany that all other Western European states could join if they wished but only Luxembourg, Belgium, Italy, and the Netherlands joined. Countries were willing to give up soveriegnty to join because it would strengthen their economies.
