Depends on how much you use it. If you use it to clean around your home then use synthetic oil and change it once a year. If you use conventional oil change it every 50 hours or once a year whichever comes first. I highly recommend synthetic in an air cooled engine.

It should be located on the same side as the oil dipstick just down on the bottom of the block just above the deck. Should be a plastic plug about an 1" in diameter

I believe there is a plug on the bottom of the motor (above the blade, under the deck) but the manual says to turn the mower upside down and drain the oil through the dipstick tube. Seriously.
Almost 1qt, they usually take SAE30 wt oil as well.
