Normal windshield washer fluid contains methanol. Rubbing alcohol is isopropyl alcohol. Assuming that your rubbing alcohol is 70% alcohol, I would mix 1 cup of alcohol for every 2 cups of distilled water. If you use tap water, you could get mineral deposits in your windshield washer tubing. Also, I wouldn't try using rubbing alcohol in an older car, because it might still use rubber tubing. This would be damaged by the isopropyl alcohol.

get reservior heated , unplug hoses from squirters, add rubbing alcohol to tank and flush, refill with -40 windshield antifreeze.
Add 1 part rubbing alcohol to 4 parts water. The birds probably will be switching to snow or dirt baths during winter anyway, but if your birdbath has a pump, this mixture will prevent the water from freezing. This method also works in the windshield wiper fluid reservoir on a car.

If you park inside at night, and it's been really cold out during the day....the fluid is freezing in the reservior and/or tubing...add a washer fluid with methenol (alcohol) or use a fluid that says antifreeze.
