No, it will not perform as it should. The 92 is OBD1 & the 2000 is OBD2. The ECU will not function correctly on this engine.
u do not adjust belt tensioner if belt is loose, u need to replace belt as tensioner works automatically

i worked for Saturn and there is a defect with the 2000 Saturn GL's transmission but it is not documented. this year of Saturn should still under warente if not sorry but your SOL it will cost to much to repair at the dealership and that car is not worth it.
if you have to ask how to replace the belt you should not open the hood take it to a shop

yoh can cut it of but you have to take the cover of and go one pully at a time
The water pump should be along the serpentine belt. Refer to how to change a driveline belt at this site. The water pump should be located to the right(driver side) of the vehicle and it should be at the highest position on that side.
