Unlike today people didn't go into a store in the 1800's and buy clothes. Clothing was sewn by a seamstress or a tailor, so the cost was the fabric and the cost of the labor and that could vary. It wasn't until the late 1800's that ready made clothing was introduced in something like the Sears catalog.
