Paper is cellulose and composed of C, H, O. Product of combustion is water and carbon dioxide. Heat of formation of carbon dioxide is lower than water hence more energy release from reaction. The oxygen in it,s structure is readily to bond with carbon or hydrogen thus lesser energy available for release. When compare paper to coal which is mostly C-C bond and most product is CO2 energy available in coal is much higher. General figure for heat ofvcombustion is comparing 28.5 kJ/kg lignite to 15.8 kJ/kg paper.
For this the proper metric for comparison is the energy density of the fuel. Coal: 6.7 KW-hr per kg Natural Gas: 14.9 KW-hr per kg. So natural gas produces more energy per kg than coal.
