The answer to your question is "there is no answer to your question". Bottom-line is that every one of us has a different threshold for what is acceptable performance. That said, it depends on your climate and precipitation, whether your vehicle is stored indoors or outdoors, how much direct sunlight the wiper blades get and how much you drive of course. If you're in a northern climate - ice and snow really create wear. Rubber slowly loses its elasticity and becomes stiff and all of the above affects the speed of that process.
If you are a "preventative maintenance" type of person, I recommend every 6 months in the Fall (October) and Spring (April). This way you're ensured that the rubber remains flexible and the wiper frame or structure is strong and reliable. If you like to roll the dice a little bit more, swap them out annually.
The 2007 Honda Civic Sedan has special honda-only wiper blades and you must go to the dealer for them - there are no aftermarket wipers available for it.
