Every other oil change if you follow the 3000 mile guidines. If you have a longer oil change interval, say every 6000 miles, then having your tires rotated at every oil change is a good idea. Many shops also offer tire rotation either free with your oil change or discounted so I'd actively look for a place offering that to save money.
