A "rider" can be most any age. A "driver" must be 18 in most states and pass a written and driving test. A drivers license for a car does not qualify for motorcycles. You must have the additional endorsement on your license.
Harley Davidson recommends it (Citco I think) but No!!! Just use the correct weight for your motor, time of year and how you ride it!
