As the previous person said, Two years old. But, be warned, to not ride the horse too much. Have you ever seen a horse that the back has a very dipped back? That is a sway-backed horse, and that is caused when a horse is rode for too long when she/he is young. So don't overwork the horse ;)

2! That's bloody ridiculous, they would be way to young then there backs underdeveloped and in the future your horse/pony would probably have problems with there legs! But it depends on your horse, if they have filled out enough by 2 (which I doubt) then you could have a light weight rider sat on there back, but no way in hell would i ride them. My rising 2 year old hasn't filled out well at all, but my plan always was to start riding him @ 4 and have a light weight rider on his back at 3 or maybe 3 1/2 depending on his back then.
But I'm not an expert so if you want take the risk and give problems to your poor horse go ahead, and have happy riding on a lame horse.
Depends on the breed. Some (like a quarter horse) are ready around age 2. Other more high-strung breeds may not be ready until 3 or 4 years old.

2 years is best but if you would like to ride it younger 8 month won't hurt . but for the first mount you have to ride the horse for about 3-5 muinites leats on you can ride it for longer , and longer and so on.

So long as there are no serious problems with the horse you can ride it. Many horses are ridden well into their teens and even twenties with no ill effects.
