Always A person should never be circumcised unless there is something wrong with the foreskin that necessitates its amputation.
The foreskin is an important part of the penis and of the sexual act and should be left where it is. If a foreskin stays to tight to be able to be pulled back easily then stretching exercises will soon set that right.
Never, If someone wants it done, then have it done. after a male child is about 1 y.o. then it is considered cosmetic surgery. Anyone that isn't can go right ahead, most insurance companies wont pay for it unless there is a medical reason behind it though, like impotence because of tearing of the foreskin with erection, but if it is "just for looks" it's gonna cost you
