this is bit advanced and if you are not sound enough on firewall turning here is an easy method to disable Google talk on spot
Via Hosts File
Click on Start > RUN
Type Drivers and Run
On the Result Explorer window Select Etc >> Hosts
Open this File with notepad
and at the end of file add these two lines
127.0.0.1 talk.google.com
127.0.0.1 talkx.l.google.com
Save this file and exit, Google talk will stop functioning
While using this method you should manage your user accounts such as end users cant access this host file. do it from control panel and allot user names for each users with limited access
