The answer to this will vary depending on whether you have early production 2006 VW Jetta with side pin arms or late production 2006 Volkswagen Jetta with push button wiper arm attachments. Both are easy to replace but you have to purchase the correct wiper blades.
Go back and forth between actually looking at your vehicle and looking at the page below in the Sources and Related Links section which has illustrations of the the different wiper arm attachments. Once you determine arm attachment, then view video(s).
Lastly, purchasing wipers is a little more tricky now-a-days than in the past. Do not just buy by length - lookup the proper wipers by vehicle make, model and year because that will ensure correct attachment as well as lengths. The fuse of a 2006 PT Cruiser for the rear windshield wipers is located in the fuse box inside the dashboard. It is to the left of the steering column cover.
The cowl is located under the bottom of your windshield and under the hood where your windshield wipers are.

According to the manual you have to take it to the dealership. Otherwise you have to buy a replacement blade, just the blade not including the wiper frame that wipers normally come with.
i believe the 1999 - 2006 have a recall on the wiper motor. see your dealer.
I can't speak exactly to NJ but in 2006 it became law pretty much everywhere.
The 2002, 2003, 2004, 2005 & 2006 Toyota Camry takes 24" driver side and 19" passenger side replacement windshield wiper blades. Note however, when buying wipers be sure to always lookup your vehicle make, model and year in the application guide book at the store
1. Turn on the rear windshield wipers. 2. Stop the wiper manually as it crosses the center of the window. 3. Lift the wiper blade up on the hinge as you would a front blade (this should de-activate the wiper mechanism and stop movement). 4. Change wiper blade. 5. Return blade to original position in which it was stopped. 6. Turn the wipers off then on.
