The service that for years was known as Hotmail by MSN has recently been taken over by Outlook. One who already had a Hotmail account had the account recently converted to MSN Outlook. If one opens an account now it is no longer considered to be a Hotmail account and the email address will replace the Hotmail portion of the email address with outlook. One can create an account from the MSN homepage.
They are the same as in they both check your email. Outlook however requires you to have an email account and hotmail is an email account provider.

Since Hotmail merged with Outlook, the email has become necessary for many Windows application. In fact, Window 8 now requires log-ins using the Hotmail email and password.
If referring to Microsoft Outlook, part of Microsoft Office, then one cannot create an Outlook email address, but one can link another address to Outlook so Outlook can organise and manage it for you. This can be congifured when Outlook is started without a configured email address. In this case, a series of dialogue boxes appear in which you can enter your email information.
