Let me guess... you can't get the bolts out because the pulley is in the way? And you can't get the pulley off because there's no room for a puller? I just changed Power Steering pump in my '89. I'm betting your '97 is the same/similar. You have to remove the entire upside-down "U" bracket that goes over your crank-shaft (fan shaft). Remove the alternator, A/C compressor, & air pump (I think) You may run into same problem w/air pump, but I can't remember, and mine's gone... strictly an off-road vehicle). Then unbolt the entire bracket & use a puller. In my case, I went to a junk yard & grabbed the bracket w/power steering pump still on & bolted onto my truck... much easier! I've heard there's a special puller out there for tight conditions that will allow you to take the pulley off while the pump is still in your vehicle... but I have yet to actually see one of these.
