On a 1994 Crown Victoria,first loosen and remove the negative battery cable;then remove the positive cable.You will find that BOTH cables run together through a sheath beside the right hand valve cover.And that is how you buy them from the dealer(in 2002);this may now be different with a parts house(Autozone,Pep Boys,Advance,etc.)There is a small bolt that retains the cables about halfway down the cover(should be a 8 mm or a 10mm head..The negative cable bolts to the back side of the right hand head and might be hard to see but you might have to work by feel;it was as I recall either a 10mm or a 12 mm head.The positive cable runs on down to the starter.If the car is jacked up and placed on a jackstand at least 12 inches high you can reach the starter and remove the nut that retains the cable.The nut is either a 12mm or a 13mm(could also be a 14mm).Then the only thing left is to put the cables on,starting with the positive cable but ONLY after you first clean the battery terminal.Then the negative cable.One word of caution;keep wrenches and other tools clear of the battery terminals or a spark/explosion can occur.
tight and clean the battery cables.
Change your cables they might be old and arcking...while your at it change your spark plugs
You could try just unhooking both battery cables for atleast 5 mins.
I have a 1995 Ford Explorer , and with the engine running a mechanic disconnected both battery cables and it kept running - I was surprised!

to change oil pan on a crown vic you have to remove trany and raise the engine
