In a 98-00 Volvo V70 the cabin air filter is located under the black plastic panel in front of the passenger side front wiper. There are two torx-head screws to remove and may have to remove the black zip-tie plastic retainer on the rubber tube that directs water down away from the engine. Then pull up the plastic cover and its obvious that the cabin air filter is underneath. All this must be done with the hood open and takes about 5 minutes, one replacement filter and one torx screwdriver. You can find the replacement cabin air filter at ipdusa.com or fcpgroton.com for arounf $15 or less. Anyone can do this themselves, do not go to Volvo for this.
On US market 960s from 1995 on, there is no interior cabin filter.
The cabin air filter of a 2004 Volvo s40 is located behind the glove compartment. To install a new filter simply remove the glove box and the filter can easily be replaced.
960 S90 does not have a cabin air filter, Volvo started putting them in the 850 deries

I own a 2001 Volvo v40 and the interior cabin filter is on the passenger side under the dash. Where the passengers feet would be. There was one cover I had to unscrew & remove and then the filter was exposed. Good Luck!

I have not done it yet, but I have been told by more than one Volvo Dealership that it requires removing the gas pedal to get to the cabin air filter (it's apparently on the driver's side). Good luck!
