If it's like the 92 and 93 v-6, take of the air cleaner, label the spark plug wires (1-6) and note their location in the cap, ie 12 o'clock, 2 o'clock etc. Remove the plug wires from the cap, loosen the two screws which hold the cap down and lift the cap straight up. Grasp the rotor button/cap and pull it straight up. Reverse the steps to put it back together again. Note be careful pulling the plug wires out as you can pull the end off if you're not careful
remove the distributor cap and grab the rotor then pull straight up.

A 1989 Dakota uses the distributor pick up plate for the crank signal. It is the plastic plate under the rotor inside the distributor cap.

The distributor is set at 0 deg with a scan tool. The "base" timing is to line the rotor up with the line in the pick up plate in the distributor when at tdc.
