To check a draw on a circuit you need to decide a few things and think about you situation.
If we have a draw on the system killing the battery and we have a test light. We can disconnect the battery and place the test light between the battery terminal and the cable. A draw of consequence should light the bulb dimly. Then we start removing fuses and checking the light until the offending circuit is found.
If we have a ammeter we can determine what amperage is being drawn, what circuit is drawing and so on using basically the same techniques.
To figure out what is wrong a wiring diagram is invaluable as it will be a map to tracing the circuit through the car.

To check any piece of electrical equipment for a short circuit a megohm meter will be used. The common name for this piece of equipment is a megger.

Check for a short in the brake light circuit. A dead short will dim lights & blow fuses. Have you checked the charging system & battery? Pull the fuse for the brake lamp circuit & see if the same problem still exists.

you have an electrical issue with your fuel pump circuit. in other words you need to check you're connections. there is a ground somewhere that there shouldn't be. corrosion maybe
