If you mean how can humans just tell computers what they want them to do and then they do it, like the robots in a sci-fi movie, that is a very large research topic, and we are nowhere near having it reality.

If you mean how can a human programmer "tell" the computer what to do when someone clicks a button, this is done by having the human learn a computer language. Computers don't speak our language, so we have to speak theirs.

As an example, telling a browser that it should add the numbers from 1 to 100 and display a popup with the result looks like this in Javascript, one of the most common computer languages:
