If they are headlights first check if grime on the outside. Sometimes that may dim the lights. Also try to adjust the bulb or position of bulb, they may point downwards and seem less bright. If not headlights, check if your car has a adjuster for light settings, it may be by the windshield wipers or mirror adjusters. If not any of the above the only solution would be to change the bulb. A dim light may mean that the bulb may be going out. Better to be safe than sorry
Any local auto parts store carries a specific compound for cleaning plastic lenses - this works wonders on old faded or yellowed headlight and marker lenses. If the lens is clear the voltage supply at the battery and at the bulb, as well as the grounds should be tested both for static voltage supply, and for voltage drop. A $2 DVOM can perform these functions with decent accuracy, at least for a light bulb circuit. I can describe these tests if need be, just let me know.

A loose or bad ground wire can do that.
I would check for a loose alternator belt.
