Jet glue is a cyanoacrylate. It cannot be made thinner. You should keep cyanoacrylates in the fridge.

If you water any glue down, you simply make it weaker, with less adhesive effect.

Then cover the outside of the lamp with tissue paper or straw if available. Use glue to fasten strips to wire. A battery operated tea light can then be glued inside the top of the lamp for light.
I don't think you'd get enough glue on the tissue from a glue stick to make it work, but you've got a few weeks until Halloween so as long as it's a "washable" glue stick (so you can get it off without using paint thinner), there's no harm in trying.
