Only way I know of is to go under your dash and try to find the break, use vice grips to try to get ahold of it and PULL.
If you can get under the car, see if you can reach the latch, try to pull it back to release it.

It depends on where its broke at. Is the cable broken at the mechanical part or is it broken before that?
With a key or from the inside.
Hood release cable has connector nuts on both ends of the cable. Loosen the connector nuts. Remove the cable retainers. The cable will come off and can be replaced with a new hood release cable.

It depends which cable is broken. If the main cable is broken under the truck, the brakes should release on their own. If the brakes dont release, the cables are frozen from rust and need to be replaced. If the release cable from the handle to pedal assemdly is broken reach under the dash above the pedal and find the small release arm. Pull the arm toward you [ the rear of vehicle ] and the emergency brake pedal will release.

If its broken, then the cable is released. IF the breaks are still sticking, then the rear brakes will have to be opened up and the mechanism freed up.
Broken wire, or broken end connector ? If the cable (wire) is still in tact, just grab the effected cable and pull the cable, while pulling on the door handle release. The cable will then pull the latch and open.

Our 2004 Saturn Vue hood release can be opened (if the cable is not broken) by disconnecting the cable from the back of the release lever, grabbing the ball on the end of the cable with some large pliers ("channel locks") and pulling hard. A metal "wire keeper" bracket clamped to the cable end under the hood to serve as a spacer and the release lever works.
