Pull the unit forward, the stalk will extend. Hold stalk with one hand and pull and rotate the unit clockwise at the same time.
Be gentle - the stalk is not very strong. Note that cleaning fluid will squirt out at pressure - protect your eyes.
Once the unit is removed and the stalk released the stalk will retract - this is OK - let it go. To reinstall just push unit back into place it will engagage the stalk.
The bad news is that these units often gets clogged and the valve inside gets stuck and this is not reliably repairable.

Assuming the pump is good, just use a needle to unclog the spray ports. If that does not work remove them and place them in boiling water. This will remove and wax that has clogged the ports. Do not do this if they are plastic.
There are no adustments. The pump is bad, or sick,or there is trash in the water inlet filter or spray head outlets. Check the inlet hose filter inside the water reservoir. You have to remove the trash in the spray heads below the wipers or in the hoses or in the pump. Find a removable washer supply hose close to the windshield. You can remove that connection and check it's flow while operating the washer controls. No flow - go back and check things towards the washer pump. Good flow? take a needle and probe the washer outlet as well as suck out the feed hoses to both outlets.

If you were in a wreck you could have damaged your washer fluid reservoir or hoses leading to the spray nozzles. Slightly fill your reservoir with water and observe for leaks.
It is located within the washer fluid reservoir housing - it supplies both the windshield spray heads and the rear window spray head. There is not a sepearte sump for each.

If not, remove fender on pump reservoir side of vehicle, remove pump from side of reservoir and replace with a new one.
