How to repair a seat belt that won't pull out on a 94 Nissan Truck it gets stuck and may work after pulling on it several times sometimes if you open shut door it will work?

Get a new seat belt is really all you can do. This happened to my girlfriends car, when her belt would pull out, then stop or she might not even be able to pull it out until she had tried several times. The mechanic said that the inertia reel was damaged and might not work in an accident.
Sorry to have to make you spend even more money.
