Buy or get from library repair book and see that switch is on steering column undr dash. I believe difficult to replace without removing steering column. On my 89 I unplugged switch, pluged in new switch, set new switch on low beam, and wired switch to column. So now I have only low beam as old switch is still connected to actuator rod that goes to turn signal/ dimmer handle. ALso, there is ground wire attached to body in front of battery. Clean the connection as bad ground can cause circuit braker in headlight switch to activate. This is just my experience, I am not a professional mechanic.

either both bulbs burnt out highbeam only or you need a headlight switch (controls signals, cruise(if it has it), and headlights)
The switch is on the steering column about 18 inches from the floor. Simply take 2 screws holding it on and replace it.The locck cylinder is under the steering wheel.

On the '92 sunblrd SE the power for the lights to from fuse to headlight switch to dimmer switch to bulb, no relay involved.

You've got a bad headlight switch and need to replace it, that's the switch you pull in the dash to turn the lights on. That's why the headlights only work on bright but not dim.
The fuse panel is under the dash by the driver. If your parking lights are also out, your headlight/parking light/turn signal switch is bad.
