Ignition timing is not able to be adjusted from distributor as with many typical vehicles. You must remove timing belt and adjust a tooth at a time, which will not improve mileage or power. The distributor is ran from the timing belt.

Start engine, unplug coolant sensor, set to 12 btdc
The distributor is set to zero degrees with the aid of a scan tool. You can not sync it with a timing light.
The initial timing is set and controlled by the vehicle's PCM (Powertrain Control Module). DO NOT try to set the timing by moving the distributor. The distributor is used to index and synch the fuel injection timing on 3.9/5.2/5.9 liter Magnum engines.

Line the mark on the crank pulley up with the mark on the timing cover, and line the distributor rotor up with the mark on the pickup plate.
The timing on a 1989 Dodge truck should be set to 10* after unplugging the temperature sensor.
The timing and fuel sync is controlled by the PCM. In order to get the fuel sync set back to 0, it must be hooked into a scanner and set correctly.
