Most likely a short between the horn relay and the horn switch in the steering wheel.

Check the horn switch (on the steering wheel). It's a mechanical switch so it might be closing the loop randomly. That's the first place I'd check since it's the most likely to be faulty. Otherwise use a multimeter and trace the line. you can find the diagram online just in case. O.M.
