Where is the blower motor relay at.
could be a fuse, a relay, the blower motor or the blower resistor. It's easy to check the fuse, using the owners manual. I am not sure where the relay is, and it requires special tools or replacement with a known good relay to test. If the blower works on high and no other speed, then the resistor is bad. If fuse and relay are good, and blower does not work in any position, suspect the blower motor itself.

Not sure about the relay, but there is a blower resistor assembly located on the heater case to the right of the blower motor.
I think the blower motor relay is internal to the blower motor resistor which is located under the passenger side dash.
Because it is connected (by a few wires if I'm not mistaken) to the blower motor.

Under or near your glovebox is your relay center. Blower motor relay is in there. Usually it is black

A 1998 Cadillac Deville does not have a blower relay. The system has a fuse and a controller to feed power to the blower motor.
Looking at the bracket from the front of the vehicle the relay for the blower motor speeds will be the fourth one from the accumulator and the high speed blower relay will the the third one from the accumulator........
Swap it with another like relay.
