If it is a 12 valve take it to a diesel performance shop, they can do allot of things to help with power and milage; torque plates, governor springs, elevation adjustments, ect. If it is a 24 valve purchase a chip that can get you the type of power your looking for. TST, and Banks build very good safe chips.
A torque plate is the cheapest, but having a diesel performance shop adjust the injection pump and install new governor springs is a great mod.
A chip or programer, but get a FASS fuel system first it will save you injection pump one day.
To turn the injection pump up you set it to TDC static timing by rotating the pump. It is adjusted by an Allen screw on the lower side of the pump.
If its a Diesel, its probably the Diesel Stop switch. Located on the Diesel Fuel Pump.
As far as I've been told, the idle is set by the pump? So if it's low the pump might need rebuilding soon.
Where the injection pump is mounted to the timing gear housing; there is three bolts or nuts holding pump in place; you need to loosen them alittle. once you have you can move the pump. just remember it doesn't take much to advance the pump. you want to turn the pump to the right.

Standing in front of the truck you would turn the pump to the drivers side to retard the timing. your would turn it to the left
Only with a "hotbox" programmer. Also called a chip. Superchips, Edge, Bully Dog are some normal brands.
