You will need two (2) #194 bulbs (its good practice to change paired bulbs at the same time). Bulbs pull straight out of socket. Use care when removing stubborn bulbs, it is not too difficult to squeeze the bulb glass with too much pressure and shatter it.Re-insert bulb assembly into hole and twist to lock & seal into place.
Dude. I don't know. My license plate lights are out too, no special fuse for them. Arrggg
It works the same as the headlights. A grip and a twist. Look from underneath the rear bumper and you'll see the wiring going into a hole in the bumper. Grab the base of the lamp socket and twist... I think to the left... I have to change mine too... it's stuck pretty good, I gave up...
You're best bet is talk to some friends about it. they'll give you some nice tips. You can also go to the license plate place and ask them for some ideas too.

Using a sharpie marker, hold the license plate up the the front bumper and mark the bolt holes on the bumper and then using a drill gently apply pressure and drill through the bumper, be sure there are no wires behind where you are drilling and not to drill in too far, then attach the license plate with two bolts and nuts.

Facing the rear license plate of the car, place your hand in the upper portion in front of the license plate and you'll feel the rubber light socket which you would turn clockwise to remove. If the socket is too tight to turn and remove, then with a Phillips head screw driver remove the two screws that hold the plastic lens and socket which should drop down and make it easier to manipulate. The rubber socket has a remove direction arrow imprinted on it. Reverse procedure to re-install.
The main disadvantage of personalized license plates is that people that you know will most likely easily recognize your plate. If you are a poor driver or violate the law, it will be easier to be noticed. Your customized plate can also be denied if too many people complain about it.
I never had to replace this bulb on my 1999, but I just replaced it on my 2004 Alero, and the two are nearly identical, so the procedure is probably the same. Open the trunk lid. Above the license plate, you will see a rectangular opening with the bulb assembly inside, held in by two screws--one on each side of the opening. Remove the screws and maneuver the bulb assembly until you can pull it through the opening. Twist the lens 1/8 turn to separate it from the base. Pull the old bulb out of the base. Reverse the process to put everything back together. When putting the screws back in, you need to hold the bulb assembly or the screw will push it back in the opening too far for the threads to engage the metal clip. If the first screw won't grab, try the other one. Once you get one started, it will hold the assembly while you start the other screw.
No, they have separate flasher relays. Be sure to check bulbs and fuses too when trouble shooting flasher issues. On some vehicles also check license plate bulb/wiring, trailer hitch wiring and don't forget the center, high-mount stop light (3rd brake light) bulb(s).
