According to the legend, the twin brothers Romulus and Remus wanted to found a new city. They disagreed on which hill to choose. Romulus wanted the Palatine Hill and Remus wanted the Aventine Hill. They decided solve the issue with Augury (the divination of the omens of the gods). The one who saw the largest number of birds form a sacred place on each hill would win. Romulus saw 12 and Remus saw 6. Romulus dug a pomerium (sacred furrow) and a sacred wall, which were part of the rites for the foundation of a city. Remus spitefully trespassed this sacred boundary and Romulus killed him. He become the founder of the city and its first king. According to different versions of the legend Remus was killed by Fabius, one of his lieutenants or by a man called Celer.

It is thought that the foundation of the Roman city-state involved the unification of separate and independent settlements on what were to become the seven hills of Rome. There is an indication of this even in the legend with the story of the abduction of the Sabine women. Archaeologists have found a monumental gate which must have belonged to the wall built around the Palatine Hill and whose dating coincides with the date given for the foundation of Rome (753 BC) by the Roman tradition.
