If you think about it, when we all went out and bought Halo 3, we thought it would be much like Halo 2. This was exactly how Haig thought at World War One as he had only had experience in Cavalry wars and not in such a war of this scale. Therefore, he was unaware to the tactics. He did change his tactics in order to win the war and lets face it-He did win in the end.
