The first poison gas attack was by the French, they used tear gas grenades containing xylyl bromide on the Germans. Simply put, the opposing side wasn't prepared for it.

Later on, when mustard gas came into play, it proved to be lethal well after dispersal. In the frigid Winter, it would remain a liquid, and not cause any casualties. However, whenever a soldier - wearing clothing which had this liquid on it - went inside a heated bunker, it would go from liquid to gas, and had the potential to kill everyone in that bunker or building. The gas also affected the soldiers later on in life, some of them couldn't hold a job because of poison gas encounters.
