You have to be a natural born citizen of the United States to be eligible to become president, and John McCain was born in the Panama Canal Zone (while his father was serving in the US Navy). However the Canal Zone was a US possession, and McCain's parents were both US citizens. For both of those reasons, McCain is considered a natural born US citizen.

John McCain was born on a US Military base to US parents. When babies are born on the US bases by American parents they are considered being born in the United States since the base (This includes American Embassies in other countries) is considered American soil and ownership. If a foreigner steps on the US base they are stepping onto American soil not the soil of the nation where the base or Embassy is located.

The US Constitution doesn't say the president has to be born in the US, it says the president has to be a "natural-born citizen" (there was an exception for people born before there was a US, but since any such person would be long dead by now, it's pretty much a non-issue).

A person can be a "natural-born citizen" in two ways: by being born in the US, or by having at least one parent be a citizen of the US at the time of their birth. Obama may or may not have been born in the US (the evidence is pretty good that he was), but it's completely irrelevant since his mother was unquestionably a US citizen at the time.
