The Continental Army had to deal with a bankrupt Congress that voted to cut off funding. General Washington was forced to put down mutinies as a result.Without Congress helping, responsibility to provide any needed funds, food, shelter, clothing, arms, and other equipment to specific units was shifted to the colonies where they were stationed. Throughout the war, there were constant funding and morale issues such as low or no pay, rotten food, extreme temperatures, improper clothing, a lack of shelter and a high chance of being killed.
