The Muslim League was formed in 1906. The establishment of All India Muslim League on 30th December, 1906 was the result of the realization that it was necessary for the Muslims of South Asia to organize themselves politically in order to safeguard their rights and interests. The Muslims did not believe in common nationhood with the Hindus. They considered themselves as a separate nation.

Indian National Congress could not truly represent the Muslims so they needed a separate political party, which they thought could fulfill their interests. The basic objective of Muslim League was to take necessary steps for protecting the rights of Muslims and to keep the British Government fully informed about the problems and demands of Muslims. The Muslims believed that they would lag behind in the field of politics if they did not have their own platform for presenting their interests and disputes in front of the Government.

The Muslims already lagged behind by twenty years because the Indian National Congress was formed n 1885, and the Muslim league was formed in 1906. In addition to this the Muslim League was also to improve the relations of Muslims with British Government and also between different nations living in the sub-continent. The main goal of All India Muslim League was the attainment of an independent country where Muslims could flourish according to Islam.

The All India Muslim League was formed by the Muslim Educational conference that was a part of the Aligarh movement in its annual session of 1906 in the aftermath of circumstances that were generated following the 1905 partition of the large province of Bengal into two smaller ones. The necessity to form the All India Muslim League was first conceived by Nawab Muhsan-ul-Mulk, the then administrator of the Muslim Educational Conference, and its first session in which it was formed was presided over by Nawab Wiqar-ul-Mulk. The sole reason to form it was only to safeguard the political rights of Muslim nations in the then British Indian sub-continent and to assert itself as the sole representative league of the Muslim community.

The formation of a Muslim political party on central level was being reckoned to be essential since 1901. The first stage of its formation was the meeting held at Lukhnow in September, 1906, participated by the representatives arrived there from all over the India. The decision for re-consideration to form the all Indian Muslim political party was taken and further proceedings were adjourned until the next meeting of All India Muhammaden Educational Conference. The Simla Deputation reconsidered the issue in October 1906 and decided to frame the objectives of the party on the occasion of the annual meeting of Educational Conference; that was later, scheduled to be held at Dhaka. Meanwhile Nawaab Salimullah Khan published a detailed scheme through which he suggested the party to be named All India Muslim Confederacy. Pursuant upon the decisions taken earlier in Lukhnow meeting and later in Simla; the annual meeting of All India Muhammadan Educational Conference was held at Dhaka that continued from 27th December, uptil 30th December, 1906. that was headed by both Nawab Waqar-ul-Mulk and Nawab Muhasan-ul-Mulk (the Secretary of the Muhammaden Educational Conference); in which he explained its objectives and stressed the unity of the Muslims under the banner of an association. It was formally proposed by Nawab Salimullah Khan and supported by Hakieem Ajmal Khan, Maulana Muhammed Ali Jauhar, Zafar Ali Khan and several others. The Founding meeting was hosted by Nawab Sir Salimullah and attended by three thousand delegates, while Ameer Ali, Sir Mian Muhammed Shafi were also the founder members who attended this meeting. The name "All India Muslim League" was proposed by Sir Agha Khan III of Bombay who was appointed its first President.
