The Roman Republic was established with a rebellion which deposed the last king of Rome, Tarquinius Superbus, who was a tyrant. The Romans decided to do away with the monarchy to prevent the return of tyranny. They also swore that they would not let anyone try to become a king. The king was replaced by two annually elected consuls. Having two men in charge meant that they could counterbalance each other. The short term of office mean that no one could concentrate power in their hands.

For the rest, the Early Republic retained the institutions of the monarchy. The (unelected) senate was retained as an advisory body, but for the consuls instead of the king, was retained. The popular assemblies, the Assembly of the Soldiers and the Assembly of the Tribes, which had been instituted by the 6th king, were also retained.
