Well, I think you might be referring to the fact that without the first 10 Amendments (the "Bill of Rights") there were States that would not ratify the US Constitution. Having just fought the Revolutionary War and having endured certain limitations on various rights under the English Crown, there were lingering issues and concerns that the main body of the Constitution didn't address such as freedom of speech.
Most of the effort to put it together was to "beef up" the Articles of Confederation that had preceded them and were a failure because that document just didn't give enough power to a central government and left virtually every state with the right to make things difficult for other States....
Otherwise, every document like our US Constitution has flaws in that it is a document created by people attempting to come up with an arrangement acceptable to many. As such it contains compromises. There is no "perfect" document out there. The greatest thing I think about it, however, is the flexibility to either correct flaws or adapt it for changing times without destroying its fundamentals.
A president can not rewrite the constitution. To change the constitution requires an admendment to be approved and the president has nothing to do with it. Considering the historical fact that the constitution has lasted 200 years it has proven to be the foundation of the United States. Men write documents and men are flawed so matter what man writes it will always have problems. Considering this fact the constitution is a pretty good document. Man should look to himself if there are problems and think of ways to solve them.
The Articles of Confederation were the first national government after the Revolution. They were flawed so were eventually rewritten as the constitution.

The US constitution gives the right to life. When a person is alive thoughts pass through his/her mind and all thoughts contain logic, if incorrect or flawed.
The principal architects of the 1776 Pennsylvania Constitution were believed to be George Bryan, James Cannon and Benjamin Franklin with possible contributions by Thomas Paine, George Clymer and Timothy Matlock. The only person that signed that document was Benjamin Franklin as the President. It was a courageous but flawed document that was replaced by the 1790 Constitution three years after statehood.
Flaw can be used as a noun. For example: There is a flaw in the workmanship of this product.
