The Etruscan civilisation decayed by the 2nd century BC. The Etruscans became romanised and Latin replaced their language. Very little writing in the Etruscan language has survived. Only two unified texts in Etruscan have survived and they are fragmentary. One of them has 1,200 legible words and the other has 300 legible words. Other inscriptions range from 200 to 40 words. Most of the texts are religious.

Because of this very little is known about Etruscan history or systems of government. Moreover, the Etruscans did not have a unified state one ruler. Etruria (and of the Etruscans) was a collection of independent city-states. Twelve city-states were the prominent states of Etruria. Generally, these states were ruled by kings.

The Republic had citizens assemblies which voted on issues put by the senate. The Empire had the Princeps and Senate who governed in coalition without any direct input from the citizens.

We do not know. Very little is known is known about the Etruscans because their civilisation became extinct very early on,their cities have been lost, very little witting had been found and their language is not fully deciphered.

The word Etruscan refers to an ethnic group and civilisation. The Etruscans did not have a unified national state. Their towns were independent city-states. Twelve cities were prominent. Each city had its own political arrangements. We know that they were ruled by kings. It is possible that some of them might have become republics or have gone through a republican period.

The Etruscans are still being studied and learned about. We know that they lived in an area between the Tiber and Arno rivers and established a confederation of 12 sophisticated city-states which traded with the Greek colonies in the south. As their power grew they edged out the northern peoples. With the emergence of Rome their civilization waned and the growing empire took over. Rome grew at the expense of the Etruscans taking their culture. They defeated the Carthaginians in the Mediterranean, won large parts of North Africa and Spain. After taking over all of Italy they fanned out over Europe. The fundamentals concepts of Law and Order, justice, democracy, literature and philosophy were taken from the Greeks. As far as there being a difference between the two I am not sure we can say for sure what was Etruscan and what was Roman. Both were influenced by the Greeks, the Romans took over the Etruscan society and cultrue, so I am not sure you can say where one ends and the other begins.
