The Mexican government granted lands to American settlers (known as Empresarios) to help populate the northern territories, on the condition that they pledged allegiance to Mexico and observed Mexican laws and customs.
Problem is this "perfidy and folly" means that the Mexican government should have never trusted them in the first place, because they never followed their part of the deal, isolating themselves from Mexican settlers, and instead of accepting a banning of slavery in 1930, tried to secede from Mexico, eventually succeeding with the help of thousands of "volunteers" from pro-slave states and a bit of luck due to Mexican President Santa Anna's arrogance.
Just for you to ponder, if your neighbor knocked at your door asking for temporary shelter, you may accept, right? Giving him/her a spare bedroom may suffice. If he/she however, not only never leaved but also tried to connect their house to your bedroom, would he/she be morally right to say that you suffer from "perfidy and folly"? Or more likely, it would be the justification from a criminal who has already stolen something from you?
