I have a 94 Mercury Tracer. Probably same engine. The relay may be in the fuse compartment under the hood. Your local Ford dealer can test the relay for you. I wish I knew where the temp sensor switch was cause I have a problem with the cooling fan myself.

The fan switch is on the heater hose right under the coil pack and right by the upper hose. Also, the sending unit for the gauge is there. The relay for the fan is under the fuse box; remove it and you will find two relays. The one that is listed on the box is a secondary relay .

In my 1993 Escort wagon, 1.9 l, the fan relays are located under the air intake filter. Unfasten the filter clips, unplug the Mass Airflow Sensor, remove the filter box, (2 nuts + one bolt). The relays, are mounted together on one bracket bolted to the fender.

There is no fan control switch, and no direct connection to any sensor or switch on that vehicle. The system works like this. The computer(PCM) decides when to turn on the fan. The PCM looks at engine temperature from the ECT sensor, and AC input from the AC control head switches. When the PCM decides that you need the cooling fan to come on, it uses the cooling fan relay, and the cooling fan high speed relay to turn on the fan, and whether it should run at low speed, or high speed. The power input to the cooling fan comes from the cooling fan relays.
