I just had to replace mine today after my fan crapped out 2 weeks ago (also only had super high speed only). Around these parts that resistor was b/o but I got mine in couple days ago so today after work I went to work and installed it.
It's not that hard to do, you need a Phillips screwdriver and perhaps a 3/8" socket with a 1/4" drive, short extension and 1/4" ratchet.
Open the glove box and look below under the box you'll see a gap between the bottom of the box and the dash. Look closely and you'll see 2 screws there remove them with your screwdriver that will release the bottom dash panel at the front. At the back the panel is clipped on to 2 plastic clips, hold down each clip with your hands and pull the dash panel and it'll come off.
Now remove the left clip that held the dash panel (one Phillips screw) and the resister is behind that. Use your socket and ratchet with extension and remove the 2 bolts holding the resistor and it will come right out. Unplug it and install the new one. Turn your key on and try the fan if the resistor was bad you should have all your speeds back on your fan and not just the super high speed one. Once you confirm that the fan is now working reinstall the resister and reverse your removal procedure for the dash panel.
That's it. I did it in my driveway and only took about 20mins. You can also do this laying at the side of your door opening and not have to have your legs and head upside down under the dash (totally uncomfortable and would make me dizzy).
The 1999 Nissan Sentra has a blower resistor in the air vents. This mechanism regulates the amount of air entering the cabin.

They are generally found close to the blower motor.

Locate the resistor under the dash attached on the blower motor housing. Disconnect the wire harness connector. Remove the resistor and install a new one.
More than likely the blower motor speed resistor burned out.

It can be a fuse or the switch itself or the resistor pack.
The Nissan blower motor can be found in the engine compartment on the firewall. The blower motor will be on the passenger side of the firewall.
I do not know what vehicle you are referring to but I just replaced one on a 1996 Nissan Sentra because the only speed that was working on the blower motor was 'high'. Underneath the glove box was a couple of screws that came out and the new resistor was put in. Two screws and done......... Most blower motor resistors are located close to the blower motor.
