Unfortunately there is no way to "unlock" higher resolutions in Windows Vista. Windows Vistadetects the highest resolution possible for the monitoris controls and allows you to choose that as its max. If you were able to increase higher then the monitor would not be able to display it.
If you feel or know that the monitor's design is meant for a higher resolution, then there is a problem with the drivers. Make sure the monitors drivers are correctly installed.
On a Windows computer screen resolution can be changed by right clicking on the desktop and selecting the screen resolution option. The various options will be available on a drop down menu with the optimum resolution for the monitor marked as recommended.
To adjust one's screen resolution on a Windows computer, right click on the mouse when the pointer is over the homescreen. Press "adjust screen resolution" and adjust to one's needs.

Go to System Preferences, then Displays, then the resolutions are listed on the right. The highlighted choice is the resolution of your monitor. To choose a different one, just click on a different resolution.

To change the screen resolution Windows 7 and older, right click on the desktop and select display to open the display properties. In here you will find the screen resolution settings. In Windows 8 and 8.1, right click on the traditional desktop and select screen resolution and follow the prompts.
