These machines do not have belts. Lid switch is your most probable culprit. Though there are other parts that will stop it from spinning.
There is a clear hose attached to the water level control of the washer. The other end of the hose is attached underneath the washer. The hose isn't attached with any hose clamps so if the washer rocks from a uneven load it could come disconnected and on the next load the water fills up and never stops. Just disconnect the water and electric and the drain and turn the washer on its side look for the hose and reattach it to the hookup underneath-- I just fixed mine, I thought I was going to be buying a new washer but this one still works great now! (water lines to the washer, drain for the washer, electrical to the dryer and vent for dryer) However, it can be several hundred dollars more if you need to run plumbing and electrical lines significant distances (20 ft or more). To make it the cheapest possible, pick a location where water lines and an electrical box are less than 10 ft away. Also, if you do it yourself, you can save a lot of money and might only spend $100-200 in materials.
If a Maytag washer fills with water but does not agitate it could a problem with the switch in the lid. There is a switch that locks the lid down during agitation and spinning. The magnet could be defective.

It could be a problem with the belt. Call Sears and have someone come out to diagnose; it may cost you some money to do that, but at least then you'll know if you need a new machine (or if repairing this one makes sense).

It could be any number of things. But it is most likely due to the clothes having been left in the washer for longer than they should have been and they mildewed, or it could be that the water used has some kind of bacteria in it that makes the water itself sour.
