Yes they will eventually get bigger. Since you have now had your period that means you are going through puberty. When you go through puberty you can now have babies your breast will get larger and u will get pubic hair
Since you haven't started your period, then, you haven't reached puberty and I doubt you really have breasts yet. To have breasts you need to have reached puberty because it is the hormones that your body uses to develop breasts. I am guessing you are feeling fatty tissue which is perfectly normal. Go to see a doctor just to be sure.
